◦Problems witnessed in village
1.Limited desire to improve lifestyle, as no opportunity to compare thing with outside world. Satisfied with what they have, no one around them whom they can emulate. Few role models in their society or surrounding area. No incentive to study beyond matriculation.
2.Highly localized economy (Cash shortage). Very little trade with outside world. Need to increase economy size, cash or non cash. Alternative forms of income limited to local needs. Example mahua collection, sourcing from the jungle.
3.No local governance, lack of medical facilities, no electricity. Dissatisfaction with NAREGA. ( delay in payments, work approvals). Lack of awareness about banking. Nearest bank branch 17km.
4.Less risk appetite, illiteracy, lack of public transport, alcoholism. Education availability a problem.
5.Absence of mechanized farming. Lack of Irrigation.
6.People guiding them may not be well supported or trained. Lack of focus and coordination.
Areas to address
◦Problems seen in NGO
1.Ground level activists need training & resources.
2.NGO’s goal & vision were not clear. A clearer vision would improve efficacy of the efforts.
3.A well documented vision would help in working out a clear direction forward. The process could involve long term plan & short term plan. Awareness among members of team essential. We feel NGO needs to work on it.
4.It seems that the NGO is working in isolation. For betterment of people then we need to try to work with local Govt. administration. If possible join hands with other NGOs to facilitate coordination with Govt. administration and bring about better Govt. accountability.
5.The action plan should be dynamic & it should be reworked periodically after considering current scenarios. For Eg Govt. is going to promote NAREGA for next five years, so our SHG can take benefit of NAREGA.
6.SHG is good initiative. However, they have not been registered yet. They have not tied up with a micro-finance bank or Financial institution. No Bank A/C held by the SHG. This would enable better utilization of funds and loans can be availed by the SHG for further lending.
7.Many ideas can be implemented: Mushroom growing as a agri-business. Employing women in food processing industry. E.g. pickles, papads etc. Poultry as an agri-business, Dairy business. Need to train and teach how to grow and harvest mushrooms. Products can be sold to retailers like Reliance fresh etc in nearby markets of Jamshedpur, Ranchi, Kolkata. These things are well accepted socially, are easy to implement, and would generate extra income without much investment.
Solutions :
•Identify & group NGO’s and work with the same vision.
Short term plan
}Enable the NGOs to work with government departments to monitor implementation of NAREGA, Mid Day meal & performance of Govt. schools. This will help in increasing size of rural economy. It will also increase corpus of SHG’s.
}Create a platform where government agencies can interact with NGO’s. Plan an annual event where all NGOs, IAS, IPS, Governor, CM can see, coordinate, contribute & learn.
}Help increase rural economy, increase corpus of SHG to complement Govt efforts rather than duplication of efforts.
}Arrange tour of village SHG group leaders & opinion makers to major towns.
Long term Plan
}Living standard Improvement
}Identify few ST/ SC students of young age from various backward villages.
}Shift them to Jamshedpur or Ranchi.
}Take few basic houses on rent at cheaper rate.
}Get them admitted to good schools.
}Monitor their performance & make sure that they are in position to take benefit of Govt. reservation policy. Try to push them to PTC course, which make them eligible for Govt. teachers job.
}This will help in creating future role models for their native villages.
}Develop small audio visual in local languages to help them dream about the outside world.
